UPAC vs UPP: discover the ideal model for your solar system
4 January, 2022Are you thinking of installing solar panels but unsure whether to choose self-consumption or total energy sale to the grid?
Decree-Law No. 153/2014 defined two distinct regimes for electricity production from renewable sources: the Unit for Self-consumption (UPAC) and the Small Production Unit (UPP).
In this article, we explain in simple terms the main differences between UPAC and UPP, so you can determine which one is best suited for your photovoltaic project.
Unit for Self-consumption (UPAC)
With a UPAC, you can produce and consume your own electricity, significantly reducing your electricity bill and contributing to a more sustainable future.
This regime is available for individuals, condominiums, and businesses, subject to prior registration with the DGEG.
Main features of a UPAC
- The energy produced is primarily consumed at the production site (home, business, condominium).
- Surplus energy (unused energy) is fed into the electricity grid.
- Depending on the installed capacity, the process may require:
- Production and operation license;
- Prior communication;
- Or, for small capacities, exemption from prior control.
Advantage: maximum autonomy and reduction of energy costs.
Ideal for those who want to produce their own energy and reduce dependence on the grid.
Small Production Unit (UPP)
The Small Production Unit is intended for energy production exclusively for sale to the public grid, derived from renewable energy sources (solar, wind, etc.).
This regime is suitable for individuals, businesses, or condominiums wishing to invest in energy production and commercialization.
Main features of a UPP
- 100% of the energy produced is sold to the grid, at auction price.
- The consumption installation is independent of the UPP – it continues to receive electricity from the public grid.
- The connection capacity of the UPP must be lower than the contracted capacity of the consumption installation.
- The start of operation depends on a certificate issued by the DGEG.
Advantage: the possibility of generating recurring income through the sale of green energy.
Ideal for those who want to invest in renewable production with financial return.
UPAC or UPP: which to choose?

The choice between UPAC and UPP depends on the investment goal:
- If you want to reduce costs and consume clean energy, choose a UPAC.
- If you want to monetize the investment by selling electricity to the grid, UPP is the best solution.
